for "Biohazard - Code Veronica - Complete v1.003 (2001)(Capcom)(NTSC)(JP)", you need to hack the boot file (1ST_READ.BIN) by dahack.exe under DOS prompt, the command:
dahack 1ST_READ.BIN 0

But as EU/US version, Resident Evil might be different from Biohazard, I'm not sure if you have to hack the boot file by dahack.exe. If this tool doesn't work, you may try binhack.exe (or binhack32.exe)
